Commercial filming on public or private property in the City of Los Angeles needs a FilmLA permit. Stills cost $104 per permit for up to 15 cast and crew and 5 locations over 7 days; 16 or more people, B-roll or street closures trigger the $931 motion permit. Stills need $500,000 liability insurance in the city.
