Can you fly a drone to film or photograph in Germany?

EU drone rules apply: register as an operator with the Luftfahrt-Bundesamt (LBA) if your drone weighs 250 g or more or carries a camera, and fly below 120 m. The same rules cover private and commercial flying in the open category.

Pilots need the online A1/A3 training and exam; the A2 certificate adds a theory exam and practical self-training for flying closer to people. EU certificates are valid in every EASA country.
